David Ogden retired as Principal & Consulting Actuary from Milliman. He worked there for 35 years from 1979 – 2014. Dave is a former chairperson of the ABCD.

His specialization is in Health consulting: managed care products, including:

• Medicare Advantage and Part D bids including Special Needs Plans,
• Medicaid managed care for both states and health plans,
• Medicaid long term care populations,
• Commercial population rating,
• Product development for group and individual products
• Claim liability estimation(IBNR),

• Over 40 Medicare Advantage and Part D bids filed this year,
• Development of capitation rates for Medicaid managed long term care program in Florida, including PACE rates,
• Review of Medicaid capitation rates for a health plan to determine appropriateness,
• Review of a state’s Medicaid rate development on behalf of a state association of health plans,
